PRACTICAL TRAINING PROCEDURES AND PRINCIPLES

 

SECTION ONE

Purpose, Scope, Basis, and Definitions

Purpose

ARTICLE 1 - (1) The purpose of these procedures and principles is to determine the guidelines to be followed in arranging the conditions and rules of practical training and internship for undergraduate students at the Faculty of Communication at Maltepe University, in accordance with the Framework Regulation on Practical Training in Higher Education, the Maltepe University Practical Training Framework Directive, and the relevant articles of the Maltepe University Undergraduate and Associate Degree Education and Examination Regulations.

 

Scope

ARTICLE 2 - (1) These procedures and principles apply to students enrolled in the undergraduate programs of the Faculty of Communication at Maltepe University, specifically the Journalism, Visual Communication Design, Public Relations and Publicity (Turkish), Public Relations and Publicity (English), and Radio, Television, and Cinema departments.

Basis

ARTICLE 3 - (1) These Procedures and Principles have been prepared based on the Higher Education Law No. 2547, the Vocational Education Law No. 3308 dated 5/6/1986, Article 5 of the Social Insurance and General Health Insurance Law No. 5510, the Framework Regulation on Practical Training in Higher Education published in the Official Gazette dated 17/06/2021 and numbered 31514, the Maltepe University Undergraduate and Associate Degree Education and Examination Regulations published in the Official Gazette dated 04/07/2010 and numbered 27641, and the relevant articles of the Maltepe University Practical Training Framework Directive.

Definitions

ARTICLE 4 - (1) In these procedures and principles, the following definitions apply:

a) European Credit Transfer System (ECTS) Credit: The numerical value representing the total workload required for a student to successfully complete a course, encompassing all activities necessary for acquiring the intended knowledge, skills, and competencies.

b) Department Chair: The faculty member responsible for all academic and administrative processes within their department at the Faculty of Communication.

c) Departmental Practical Training Coordinator: The faculty member appointed by the Department Chair in each department within the Faculty of Communication, responsible for coordinating practical training activities within that department.

d) Dean: The Dean of the Faculty of Communication.

e) Organization: Public or private institutions, organizations, and workplaces that produce goods and services.

f) Program: The diploma program at Maltepe University that provides a degree in a specific field of study or profession, with defined admission requirements and duration.

g) Rector: The Rector of Maltepe University.

h) Internship: A period of professional work in an organization undertaken by students outside of their theoretical and practical courses at Maltepe University, aimed at developing professional knowledge, skills, attitudes, and behaviors, gaining industry insight, and adapting to working life.

i) Practical Course: A course in which students engage in hands-on practice in Maltepe University's application areas, workplaces, or service environments under the supervision of faculty, not falling under vocational training or internship.

j) Practical Training Evaluation Form: A form filled out by the organization for each student, containing information, observations, and evaluations regarding the student's practical training activities.

k) Practical Training File: The file containing the diary, development file, forms, reports, and other documents required by students within the scope of practical training.

l) Practical Training Committee: A committee composed of the Vice Dean of the Faculty of Communication, the heads of departments with practical courses, the training coordinators, and the practical training coordinators of the respective programs.m) University: Maltepe University.

 

SECTION TWO

 

Duties and Authorities

Duties and Authorities of the Dean

ARTICLE 5 – (1) The duties and authorities of the Dean are as follows:

a) To coordinate the planning and implementation of practical training activities within diploma programs,

b) To coordinate the insurance-related processes for students required to be insured under Article 5 of the Social Insurance and General Health Insurance Law No. 5510 for practical training,

c) To submit internship agreements between the university and organizations to the Rector for signature, if authorized by the Rector.

Duties and Authorities of the Practical Training Committee

ARTICLE 6 - (1) The Practical Training Committee is responsible for organizing, coordinating, supervising, and evaluating these practical training activities.

Duties and Authorities of the Departmental Practical Training Coordinator

ARTICLE 7 – (1) The duties and authorities of the Departmental Practical Training Coordinator are as follows:

a) To organize practical training activities in the respective department in coordination with the Department Chair and other involved faculty members,

b) To ensure coordination between the Dean's office, the Department Chair, the organization providing practical training, and students,

c) To monitor mandatory internships, practical courses, and other responsible training activities, and inform students while responding to their inquiries,

d) To communicate with organizations regarding practical training issues, ensuring that students complete their training smoothly,

e) To collect applications with the required documents and submit them to the Dean's office for work accident and occupational disease insurance processes.

 

Duties and Authorities of the Organization

ARTICLE 8 - (1) The duties and authorities of organizations providing practical training are as follows:

a) To appoint sufficient personnel with professional competence to supervise the students receiving practical training,

b) To complete an evaluation form for each student receiving practical training,

c) To ensure practical training activities are conducted in compliance with the Occupational Health and Safety Law No. 6331,

d) To provide occupational health and safety training to students in line with the work environment and nature of activities,

e) To notify relevant authorities and the university in case of work accidents involving students during practical training.

 

Responsibilities of the Instructor

ARTICLE 9 - (1) The responsibilities of instructors for practical training are as follows:

a) To communicate with personnel assigned by the organization,

b) To conduct regular meetings with students at the organization,

c) To review the Practical Training File prepared by each student and evaluate their performance.

 

Responsibilities of the Student

ARTICLE 10 – (1) The responsibilities of students undertaking practical training are as follows:

a) To follow application procedures, collect required documents, and submit them on time,

b) To submit the Practical Training File containing reports and other documents to the instructor by the deadline,

c) To adhere to the official work rules of the university and organization regarding attendance and leave during practical training. Non-compliance will result in a failing evaluation for the practical training,

d) To comply with the university's and the organization's occupational safety and disciplinary rules. Students are accountable for any damage caused by their negligence.

e) To complete the Occupational Health and Safety training provided by the University's Health and Safety Unit and Learning and Teaching Application and Research Center.

 

SECTION THREE

General Principles

General Principles for Conducting Practical Training

ARTICLE 11 - (1) Regarding practical courses in the four-year curriculum:

a) Practical courses are to be conducted as scheduled. However, they may be held at different times if necessary.

b) ECTS credits for practical courses are calculated as part of the associated course.

c) Internships are included in the curriculum with 5 ECTS credits.

d) Evaluations are conducted by the instructor(s) responsible for the course.

e) Students participating in practical courses are not paid.

f) Practical training students are not considered insured under Article 6, paragraph (f) of Law No. 5510.

g) The University provides Work Accident and Occupational Disease Insurance to students participating in practical training.

 

Duration and Timing of Practical Training

ARTICLE 12 - (1) Students who have completed their fourth semester undertake a 30-day internship. Internships are typically scheduled during semester or summer breaks. However, they can be conducted at other times of the year, with at least three days per week, subject to availability and provided it does not interfere with course obligations.

 

Places of Practical Training

ARTICLE 13 - (1) Regarding organizations for internships:

a) Internships may be completed in public or private institutions, provided they have an adequate structure and a corporate identity.

b) Students in the Radio, Television and Cinema, and Visual Communication Design departments may complete internships in radio, television, and production companies or relevant departments within media organizations. Public Relations and Publicity students may intern in marketing, advertising, PR, press, or similar departments. Journalism students may intern with national or local media outlets, news agencies, and similar organizations.

c) Students may also complete internships abroad through Erasmus+ or similar programs.

d) The Practical Training Committee must approve the organization for internship purposes.

e) Students may change organizations upon committee approval after starting an internship.

 

Forms and Petition Samples

ARTICLE 14 – (1) Forms and petition samples related to practical training:

a) Forms such as the application form and internship application form (FR 59) are available 

at https://isokys.maltepe.edu.tr/. Documents filled out entirely by hand will not be evaluated.

b) Work accident and occupational disease insurance certificates are obtained from the Administrative and Financial Affairs Office before training.

 

Evaluation of Practical Training

ARTICLE 15 - (1) Regarding the evaluation of internships:

a) Students prepare an internship report and submit it with supporting materials (e.g., documents, photos) at the beginning of the following semester.

b) The Internship Evaluation Form (FR 60) is completed by the responsible person in the organization and submitted to the Faculty.

c) Practical Training Committee evaluates the Internship Reports and Forms. Students failing the evaluation must repeat the internship.

d) For international internships, the Internship Report should be in Turkish, and the Evaluation Form in English.

 

Archiving of Practical Training Documents

ARTICLE 16 – (1) Practical training documents are submitted to the responsible instructor and then transferred to the Dean's office for archiving.

Recognition of Previous Practical Training

ARTICLE 17 – (1) Regarding the recognition of previous practical training:

a) Practical training completed elsewhere or under different education programs may be recognized if it aligns with the curriculum of Maltepe University and approved by the Practical Training Committee.

Final Provisions

Implementation and Execution

ARTICLE 18 – (1) These procedures and principles are effective upon approval by the University Senate.

 

ARTICLE 19 – (1) The Dean of the Faculty of Communication executes these procedures and principles.

 

 ARTICLE 20- (1) These procedures and principles are executed by the Rector of T. C. Maltepe University.
