The purpose of this third chapter of the series is to encourage reflection on the common belief that human rights exist to protect individuals against the state, and to draw attention to a different approach to the state: as a human-legal institution whose raison d'être is to protect the human rights of the people living within its borders. Two important functions of such a state are to protect individuals against other individuals and to organize the public sphere in accordance with human rights, fulfilling the requirements of human rights according to the conditions of each state. Hosted by M. Onur Yılmaz, the program features Ioanna Kuçuradi and Gülriz Uygur discuss the state and attempt to answer the question “why the state?” using examples such as scenes from the film “The Reader,” the situation of silicosis-afflicted sandblasting workers, the incident where prisoners lost their lives in a prison vehicle fire, and the note submitted against the United Nations' vote on the moratorium on the death penalty.
