MALTEPE UNIVERSITY DISTANCE EDUCATION APPLICATION

AND RESEARCH CENTER MANAGEMENT

 

FIRST PART
Purpose, Scope, Basis and Definitions

Objective
ARTICLE 1 – (1) The purpose of this Regulation is to regulate the procedures and principles of the objectives, areas of activity and management of Maltepe University Distance Education Application and Research Center.

Scope
ARTICLE 2 – (1) This Regulation covers the provisions of Maltepe University Distance Education Application and Research Center regarding its objectives, areas of activity and management.

Underlying
ARTICLE 3 – (1) This Regulation; It was prepared on the basis of subparagraph (2) of paragraph (d) of article 7 of the Higher Education Law dated 4/11/1981 and numbered 2547 and article 14.

Definitions
ARTICLE 4 – (1) In this Regulation;
a) Central (MUZEM): Maltepe University Remote Education
Application and Research Center,
b) Director: Director of the Center, c) Rector: Maltepe University Rector, ç) University: Maltepe University,
d) Board of Directors: The Board of Directors of the Center, refers to.

Second PART
Center Objectives and Areas of Activity

The aims
of the center
are: a) To conduct research, development and implementation studies on issues such as distance education, e-learning, mobile learning
and their systems, structures and methods, b) To ensure effective
and efficient execution of programs offered through distance
education in associate degree,
undergraduate and graduate education, c) To support the courses given in formal education at
the university with remote education tools, d) To share and collaborate with the University
and national and international universities, institutions
and organizations in order to contribute to developments in the field of distance education, e) To enable the university to reach a wider audience and benefit from learning activities by using distance education technologies, f) To raise awareness of academic units in the university in the field of distance education technologies, g) To organize training to enable students and faculty members participating in distance education activities to use distance education tools and efficienttraining ,
ğ) To respond to the needs and demands of
national and international universities, institutions and organizations from
distance, h) To use distance education technologies to raise the level of success of education and training, i) to carry out studies of researching new learning systems, technologies and practices and transforming them into university learning materials.

Areas of activity
of the center ARTICLE 6 
(1) The areas of activity of the center are: a)
to conduct research and development in the field of remote education technologies over the
Internet, to follow related developments, seminars and conferences, b)
To design the content of the courses taught through distance
education, e-learning or mobile learning in the university through multimedia tools, preparing
and presenting, c) To provide the necessary coordination for the determination and updates of software automations used in distance education, ç) To cooperate and coordinate the determination of faculty members involved in distance education, d) to ensure that Internet-based remote education efforts are effectively carried out in cooperation with relevant academic and administrative sciences and to ensure the smooth operation of the system, e) to provide technical assistance and technical assistance to faculty members and students enrolled in remote education programs regarding the use of the system, technical training and technical assistance ,
f) To cooperate with other institutions in research and applications related to distance education,

THIRD PART
Bodies and Tasks of the Center

Bodies of the
center ARTICLE 7 – (1) The organs of the center are:
a) Director,
b) Board of Directors.

The Principal and his duties
are appointed by the Rector for three years among the monthly and permanent status personnel of the University. The expired Manager can be reassigned. The Director submits one member of the Board of Directors to the Rector's approval to be appointed as an assistant director to assist in his work. If the director leaves his post temporarily, someone proposed by the Director will be appointed among the members of the Board of Directors in the absence of deputy director and deputy director. When the manager's mission is terminated, his assistant's office is terminated. The manager can change his assistant upon approval of the Rector when he wants to.
(2) The duties
of the Director
are: a) to represent the
Center, b) to implement
the working program prepared by the Board of
Directors and the decisions taken c) To manage the central units for the purposes of the Center,
ç) To ensure the regular and smooth
execution and development of the central works, d) to provide coordination and cooperation with faculties, institutes, colleges and other units within the University regarding the remote education programs and activities implemented in units affiliated with the Rector's Office, e) To determine the software, hardware and similar requirements of the center and to provide it to the Rector, f) to carry out the administrative affairs of the Center, determine the need for personnel and present to the Rector, g) to call the Board of Directors to the meeting,
to chair and implement the decisions taken.

The Board of Directors and their duties
are composed of five people, including ARTICLE 9 – (1) Board of Directors, Director and Deputy Director. The other three members are appointed by the Rector for a period of three years among the faculty members. The member who has expired can be reassigned. The director is chairman of the Board of Directors. At the invitation of the Director, the Board of Directors meets at least twice a year with a majority of all-time and decisions are made by a majority of votes. (2) Duties of the Board of Directors are as follows:

a) To make decisions in accordance
with the principles set out in
this Regulation, b) To evaluate the recommendations prepared by
the Director on the determination of the employees to be
assigned to the center, c) To examine and decide the activity report and work plan that the Director will prepare at the end of each year, ç) To evaluate the financial support demands to participate in research, publication and scientific meetings related to distance education, d) To establish the commissions and working groups needed for the Center.

FOURTH CHAPTER
Various and Final Provisions

Personnel need
ARTICLE 10 – (1) The need for academic, technical and administrative personnel of the Center is met by the personnel to be appointed by the Rector in accordance with Article 13 of The Law No. 2547.

Article 11 – (1) This Regulation shall come into force on the date of publication.

Executive
ARTICLE 12 – (1) The provisions of this Regulation shall be carried out by the Rector of Maltepe University.
