DIRECTIVE OF THE SOCIAL CONTRIBUTION COORDINATION OFFICE

CHAPTER ONE
Purpose, Scope, Legal Basis, and Definitions

Purpose
Article 1 – (1) The purpose of this directive is to regulate the procedures and principles regarding the establishment, objectives, fields of activity, structuring, duties, authorities, and responsibilities of the Social Contribution Coordination Office at Maltepe University.

Scope
Article 2 – (1) This directive covers the systematic coordination of existing social contribution activities carried out by the units of Maltepe University, the more effective utilization of potential in this direction, and the planning, implementation, monitoring, improvement, and reporting of activities that will provide social contribution in cooperation with public/private institutions and organizations, individuals, and internal and external stakeholders in areas such as research and development, social, cultural, artistic, etc. It includes provisions regarding the working principles, duties, and responsibilities of the Coordination Office, the Social Contribution Coordination Board established under the Coordination Office, unit representatives, and sub-working groups to be established as needed.

Legal Basis
Article 3 – (1) This directive has been prepared based on Article 14/b-1 of the Higher Education Law No. 2547 and the Maltepe University 2024–2028 Strategic Plan.

Definitions
Article 4 – (1) In this directive:
İstinye Üniversitesi

a) Unit: Refers to the Institutes, Faculties, Conservatory, Schools, Research and Application Centers, Quality Commission, Social Contribution Sub-Working Group, Department Directorates, and Student Clubs within the university.

b) Coordinator: Refers to the Social Contribution Coordinator of Maltepe University.

c) Coordination Office: Refers to the Social Contribution Coordination Office of Maltepe University.

ç) Rector: Refers to the Rector of Maltepe University.

d) Senate: Refers to the Senate of Maltepe University.

e) Strategic Plan: Refers to the Maltepe University 2024–2028 Strategic Plan.

f) Social Contribution Coordination Board: Refers to the Social Contribution Coordination Board of Maltepe University, consisting of the Board Chair (Rector), the Vice-Rector responsible for the Social Contribution Coordination Office, the Coordinator, and eight members from different units.

g) University: Refers to Maltepe University.

CHAPTER TWO
Structure and Duties of the Coordination Office

Structure
Article 5 – (1) The structure of the Coordination Office is established as follows:

a) Coordinator: Appointed by the Rector from among the faculty members of the university for a term of three years. The Coordinator whose term has expired may be reappointed.

b) Assistant Coordinator: The Coordinator submits a member from the Social Contribution Coordination Board to the Rector for approval to be appointed as the Assistant Coordinator. The term of the Assistant Coordinator is limited to the term of the Coordinator.

c) Coordination Office Personnel: The personnel needs of the Coordination Office are met by academic and administrative staff assigned by the Rector in accordance with Article 13/b-4 of Law No. 2547.İstinye Üniversitesi

d) Sub-Working Groups: The Coordination Office may establish sub-working groups when deemed necessary. These groups consist of faculty members/staff and/or administrative personnel and students from relevant units. Members of the sub-working groups are appointed by the Social Contribution Coordination Board for a term of one year.

e) Secretariat: The secretariat services of the Coordination Office are carried out by personnel assigned by the Rectorate.

(2) In cases where the Coordinator is absent, the Assistant Coordinator acts on their behalf.

(3) The Vice-Rector to whom the Coordination Office is affiliated may convene the Coordinator, Assistant Coordinator, Coordination Board, and sub-working groups of the Coordination Office when necessary.

Duties
Article 6 – (1) The duties of the Coordination Office are as follows:

a) To conduct discussions with all units of the university and relevant personnel regarding social contribution and to ensure coordination between units and upper management.

b) To determine, monitor, and regularly report the performance indicators of the social contribution activities of the units.

c) To ensure the integration of social contribution activities with educational and research-development activities.

ç) To encourage and support student participation in social contribution activities.

d) To ensure the monitoring, evaluation, and reporting of social contribution activities.

e) To plan and implement social contribution activities in line with the university's sustainable development goals.

Duties of Unit Social Contribution Sub-Working Groups
Article 7 – (1) The formation and duties of unit social contribution sub-working groups:

(1) Sub-working groups are established with the approval of the Rector by the Coordination Board when necessary to plan and implement specific activities aimed at achieving the social contribution goals outlined in the University's Strategic Plan. These groups consist of faculty members/staff and/or administrative personnel and students from relevant units and are active for a term of one year.

(2) The duty of the sub-working groups is to plan various community services in line with the social contribution policies and strategies of the university in cooperation with the Social Contribution Coordination Office, to present them to the Coordination Office, to implement them upon approval by the Coordination Board, and to report them to the Coordination Office with documentation.

(3) These groups regularly measure the performance of specific designated social contribution activities and report to the Coordination Office during their active period.

CHAPTER THREE
Monitoring, Evaluation, and Reporting

Article 8 – (1) The Coordination Office regularly monitors, evaluates, and reports the university's social contribution activities.

(2) The Coordination Office prepares an annual activity report at the end of each year and submits it to the Rectorate. This report includes the extent to which the social contribution goals in the University's Strategic Plan have been achieved.

(3) The Coordination Office conducts impact analyses of social contribution activities and shares the results with relevant stakeholders.

(4) The Coordination Office develops and implements strategies to ensure the sustainability of social contribution activities.

CHAPTER FOUR
Miscellaneous and Final Provisions

Article 9 – (1) In cases not covered by this directive, the provisions of other relevant legislation shall apply.

Enforcement
Article 10 – (1) This directive enters into force on the date it is approved by the Senate of Maltepe University.

Execution
Article 11 – (1) The provisions of this directive are executed by the Rector of Maltepe University.
